I was under the impression that these caps reviewed your bandwidth consumption for the past month or so, and limit accordingly.

You should read my SL review and *numerous* posts about their bandwidth throttling in smaller markets like ours. I think you'll find some familiar stuff

FWIW, I've xferred around 2.5x more data over the new CenturyTel DSL connection (@10Meg!!) with no sign of any type of throttling.
