K Patterson : This is not new technology. It was originally implemented by Motorola (General Instruments, actually before they were acquired by Motorola) in their Cybersurfr line of modems and CMTS, pre-DOCSIS.

Imagine a bucket. It holds your bandwidth allocation, measured in bits. There is a steady stream of bits going into the bucket at whatever your assigned speed is. The bits either flow out as you use them or overflow and are lost. How big is the bucket? RR doesn't say, but if you can download at 30 mbits on a 15mbit connection for f seconds, it must hold some thing like 60 mbits. The calculation: 4 secs x 30mbits - 4 secs x 15 mbits. In other words, in the first four seconds you used up the 60 mbits in the bucker plus the 60 mbits that you receive as an aadditional allocation in those same 4 seconds.

If you are frugal, the bucket is slower to empty.
