ONO cable policies

Ono has asked one of our U.S. associates living in Barcelona for a deposit eof 115€ to turn on a service with internet TV and phone., and gave multiple reasons VERBALLY (nothing in writing)

ONO claimed that:
1- Only property owners can have the promotion., and the installation fee is 115€.

But when contacting the store clerk

2-The clerks information pointed the finger at the reason been that a previous person living in that apartment never paid there bill., so a 115€ deposit will be required.

Does this sound legal to everyonE OR IS T DISCRIMINATION towards US PASSPORT HOLDERS?
