The had taxation with representation, and prohibitions on quartering soldiers *before* the Federal Constitution of 1789. They had these things under their state constitutions, and the Articles of Confederation.
The point is, they *ditched* the relatively "small government" Articles of Confederation after just 12 years, in favor of a *vastly* more powerful and intrusive form of government (the new, Federal constitution). It contained things like "reasonable" searches and seizures by this new, expanded government (which didn't exist under the Articles). Things like suspension of habeus corpus, which didn't exist under the Articles. Things like "takings with just compensation" which didn't exist under the Articles.
When considering the "intent of the Founders," one can't ignore that they intended to *escape* a relatively limited government for a *vastly* more powerful one, because it was more "efficient."

Odd. Anyone who says they're for small government is a liar. It really boils down to *how* government will be used. Who's ox will be gored, etc.
Sometimes people (libertarians) try to pretend they're different, and advocate non-government solutions. But, if you objectively delve into it, they're just as attached to a teet as everyone else they complain about.

They aren't (unless you take the entire history of Christendom into account). The risk is greater than you suggest however. Doctors and medical support staff and facilities are simply too valuable an asset to ignore this risk no matter how small, especially when there are millions of hate-sopped christians in this country constantly railing belligerently against abortionists and other people they despise. Every religious fundamentalist regardless of religion has the capacity to commit acts of terrorism in response to ill-perceived grievances. These are delusional people after all.
