Made up problem?

I find it hard to believe that people who are paying their bills in this country where everything is in english could not know about the dtv switch. How did they even poll these people if they are so isolated and unaware of things around them?
These people are either watching english tv just fine and therefore have seen the commercials, or don't watch tv an therefore it does not matter if they know or not.
