No, that's actually a very legitimate point and one I'd not really considered- running aerial is going to be a lot cheaper than buried fiber. He didn't say all of Verizon's plant is ariel, only most of it- I'm sure they are running buried fiber in places, with most being aerial.

It's just an excuse. Must suck to be the captive customer of a phone company that not only won't upgrade but sits there making excuses about how it just can't be done.
