You would have to flash it with the Verizon BREW software. It may work for a PDA or Blackberry, but it's doubtful it would work for a normal handset without a lot of work.

In HowardForums, there are howtos for flashing phones with other software, but it involves firmware hacks to trick the system you're trying to activate the phone on to work with another carriers software ... and even then, a lot of features don't work.
