ipv6 address

I have a few questions:
1) We know that IPv4 is given by IANA to RIR, from RIR to NIR, from NIR to ISPs and from ISPs to us. How are IPv6 address given?
2) When i install IPv6 in my WinXP SP3 system, it shows my both IPv4 and IPv6 addresses by 'ipconfig' command. I want to know how is this IPv6 address generated in my PC? I didn't ask anyone to give me my IPv6 address so is it generated automatically or how ...

I think what your seeing is the linklocal address, dose it start with a "fe80::"? If it dose then that is a linklocal address sorta like a Lan address (10.x.x.x 196.168.x.x) but it is autogenerated from the network adapters MAC address and it isn't routeble.
