cameras/capture card

I was planning on buying a cheap set of cameras to place around my house (for kicks, never been robbed)
I can't really find any cameras that you throw up outside, power up and visit a local webpage to view them (my upload is only 2mbps anyway, don't you need like 3?)

So this set I found has 4 cameras, they are wired and can hook up to a TV, VCR or DVR box, my question is since it can hook up to a TV can I just buy a simple capture card and hook the cameras up to my TV (using the RCA video cable that comes with the cameras) then tune to the correct channel on my PC and record the camera video?
or could I just connect the RCA video cable to the capture card as long as the card had the composite jack?

How would your TV transmit the signal? And tune what to the correct channel on your pc?

tv would just be passthrough[assuming it has the proper inputs/outputs]
the tv actually wouldn't broadcast anything.
