maybe too much memory? I've heard of a few limited problems when trying to run 4gb of memory in xp. 4gb+ really requires a 64bit os to make proper use of it.

another thing, check vsync. If vsync is on, it may be running at 1/2 your 60fps max since that system won't be able to hit 60fps at that resolution in the cities.
