I think there's some sort of legal requirement that all active phone lines, even if only for dry loop DSL, must be able to respond to someone dialing 911 on them.
reply to EPS I now have AT&T dry loop and still have a dial tone. I believe it is required by law that you can still access 911. I have old AT&T cell phones with no SIM cards that still allow access to 911. that depends on what state you live in. In Ohio VZ will provide you a dial tone for 911 on all lines regardless if their active or not. If they're not they actually have them set up to call their offices and sign up for phone service.
But Ohio does not require this as ATT does not do it.
