I second Tomato on any hardware that will support it. Mostly Linksys and Buffalo but others as well. I have a WRT54G version 2 with Tomato and the QOS is the best I have tried. I tried Ipcop, PFsense, DD-WRT, D-Link (with their smart stream or whatever QOS is called in it) and Tomato did the best job. WRT54G versions less than 5 work well and can be found on Ebay pretty cheap.
