How about ... a decent overall package?

AT&T Dry loop DSL = $30/month for 1.5Mbps/384kbps and $40/month for 3Mbps/512kbps.. pretty steep.
Of course, they'll make it 'only' $27/month if you purchase a landline will typically has ~$10 of unfees/taxes on it.

I would have taken up AT&T on a DSL + VoIP package, but... AT&T scrapped its VoIP.
Uverse is too much of a hassle (purchase with TV , then cancel)

To make things worse, AT&T had a stranglehold on my phone number, not allowing me to port to Vonage or Call Vantage (not available any more) even if I had wanted to. I was able to finally port to TWC, and did. TWC voice is as good as POTS. I'm still mixed on their internet service (not as reliable as DSL), and their digital TV is also not very reliable.

Their digital TV is very reliable in Valencia. In the 6 or so years of using digital cable, there was only one period of time after the TWC takeover where they had some trouble with the HD channels breaking up. From what you've described, you have a weak signal going to your cable box. A bad install that's never worked right isn't the same thing as being "not reliable". Not showing up for a service appointment to fix it is very poor service, however.

Their internet has definitely been a mess this month, which is probably due to upgrades. The "big outage" looks like it was planned maintenance gone wrong, and who knows whats been up with the DNS, but fortunately that's easy to work around. I've been getting calls non-stop about it from other people, too. It's not the norm. You can check my line monitor, prior to this month I went for an entire year with exactly one hiccup.

I'm not trying to make excuses for them, especially for missing your service appointment, there's NO good reason for that, but the system does work a lot better than what you've seen. Its taken AT&T a while to get my U-verse service working right, too.

Its always one of the reasons that I'm typically a little hesitant to change IPS/Telco/TV service... grass is always greener on the other side.

DTV has never gone out (a 5 minute loss of signal during heavy rain once).
POTS went out when SCE's 16kV line melted the POTS lines on my block, also killing DSL.
AT&T's Uverse killed my DSL a few times as well (contractor techs doing work put be on a different block, and killed my service for a weekend on both POTS and DSL). DSL-Extreme was very stable though... weak spot was the line between my house and the CO.
I have TWC scheduled (lets see if they actually show) to come out on Sunday.
