Cypress, Garden Grove, La Mirada, Lake Elsinore, and Ontario should have been upgraded to 15/2 from 10/1 last month.

How and why did only those areas get upgraded?

How and why did only those areas get upgraded?
They were upgraded first because they had the equipment ready to handle the projected load.
