| the basic idea is if you're anticipating several hundred, that means that you're hiring staff to pitch it and install it and support it -- then you get yourself a private label deal with big commitment and lowest wholesale cost, and do your own billing and register with FCC as a carrier.
if you're not going to hire dedicated staff to sell it, and not real sure if you can sell it or that anyone would buy it, then you get yourself an agency deal with low commitments and they do all the fulfillment and billing, then pay out a residual. if the marketing works, then you can move up to the wholesale deal.
or you can simply run banner ads and have it be completely self service and sell the provider's branded service for $60 to $75 a pop.
