Otherwise, he's probably talking about in congested areas where there may not be enough bandwidth for use. Basically saying, if your area has a lack of bandwidth, everyone is pulling into everyone's bandwidth and slowing everyone down, but if your area has left over bandwidth that is just sitting there, idling, you can get your full bandwidth speed. I didn't think that sounded right, but I did question it (i want faster internet) he says it will go up to 7.1mbps or higher.
