When you download do you get the "Run Save Cancel" dialog?

Don't use the default location. Pick a spot -> c:\Users\Administrator\" then make a new folder. UN-check "close this... when finished." When dl completes, click "open folder/location (I forget which, s/b middle button.) See if you find the dl'd file.

Vista is confusing because it has shortcuts to places that used to be locations in XP and 2000.

Tools tab -> Disable UAC (launch)

In previous downloads yes I did. Although a file search should've found it also if present. Try restarting the computer in Safe Mode with Networking or perform a "clean boot" of Vista - Step 1 in the following MS KB article:
