[speed/latency] upload speeds 6-33 kbps

Have Verizon dsl 768/128 plan. About two weeks ago, my connection speed suddenly dropped. I've done many speed tests. The download speed usually comes out reasonable (600-680 kbps) but the upload speed is never greater than 33 kbps and sometimes as low as 6 kbps. The connection is all but unusable. Line check test didn't reveal any problem.

Line quality tests so far:

For one of these, avg latency was 324ms!!!
