Confused about review

I'm confused about this review. The site says that it was updated a couple of days ago yet the last update in the text was Mar. 18, 2004. Is this a software or user glitch and this extraordinary review somehow got flagged as "updated" without any change from 4½ years ago?

I believe that much has changed in the past 4½ years.
