sure, usually the fees you pay in addition to the overpriced POTS service help cover the cost of FCC oversight of telcos. this just adds to the long list of reasons why you should cancel your POTS phone line and tell the telcos where to stick it... generally, the same thing can be said for cell phones too! use voip over wifi instead!
