Oh, so when did Bell get the authority to dictate POTS repair times instead of the CRTC?  Sounds like the same crapy service as before, but for an additional fee, or even crapier service for free.

True, but back in the day it was only one system and only once company, whereas today there is interconnection all over the place and many companies placing demands on one workforce where the demands have to be prioritized according to where they come from rather than the order they come in.
