Minneapolis, MN | I'd guess CO tech (some of those guys have plenty of time on their hands), but it would've been very easy for any CO or field tech- they tap into customer lines for testing purposes as part of their job. |

pretty simple if he's a field tech with a test set......disconnect customers line for his own personal use and just hook up his test set. He can do this from and pole, pedestal, terminal..... |
