I'd guess CO tech (some of those guys have plenty of time on their hands), but it would've been very easy for any CO or field tech- they tap into customer lines for testing purposes as part of their job.

pretty simple if he's a field tech with a test set......disconnect customers line for his own personal use and just hook up his test set. He can do this from and pole, pedestal, terminal.....

Isn't that why there is an RJ-11 jack in every NID....so I can park behind some small business and make free phone calls?
