I believe the only laws about coins are you can't make them nor melt them.

From my understanding you can only use Mutilated coins for jewlery. Meaning the coin has to be damaged and out of circulation, and the tresurary is who decides to pull the coin from circulation and they are the ones that recycle them for jewlery.
