It is much easier to send out the gov't Gestapo agencies (FBI, CIA, etc) after copyright violators than terrorists. If you send a couple of agents to arrest a teenager making copies of music/video on the net, it is extremely unlikely that the agents will be met by automatic weapons fire from a pair of AK-47s. Plus teenagers do not usually plant mines in front of their house.
