I think they are.

I was downloading a couple of movies and a TV show last night with plenty of seeders, and my speed wasn't no more than about 90Kbs (kilobits/sec). My download speed is rated as up to 3.0 mbps. Also, I have downloaded before and have gotten as high as 276 kbps.
