tubbynet : do a quick google for ixia qcheck.
this software (needs to be installed on both endpoints) will run "simulated" data through the network and will test for actual throughput of the networked gear. the beauty of this (rather than ftp, smb, rsync, etc.) is that it does not depend on disk read/access times so there is no hardware bottleneck.

qcheck is fairly simple to use and will give you the *actual* throughput capability of the network. if this number is much below what is expected due to the hotel network speed, then we know we have an issue. bear in mind that your 512kbps (kilobits) line translates into roughly 64kBps (kilobytes) transfer rate. you state that the hotel limits your transfer to 100K/s. what exactly do you mean here? is this 100K/s through the public internet? is this kiloBITS or kiloBYTES per second? if you are seeing 100 kiloBYTES per second of throughput through your vpn, something is amiss.
everything will need to be clarified before we can continue.

q.
