My connection from about 12 Noon to 12 Midnight is unusable. I called tech support yesterday  which was a complete waste of time. Who trains these people? If I weren't as polite as I am I would have laughed. I spent the entire time on the phone with tech level 1 and 2 going over my account phone number, the fact that I was still using a 7000, but had just ordered a 9000 - that's all that was covered. When I asked for level 3 the tech said he had to do some "things" before I could do this. Then I would have to do a Hughes speed test and I told him I couldn't do that because I wasn't at home, but that I would do it later that evening and call then. It was so slow then I couldn't even get the speed test page loaded. <br><br>This morning I'm at about 100 Kbs, so doing a speed test is pointless. The only time in nearly two years that Hughes has delivered my "up to" speeds was the day the system was installed while the installer was running the speed test. It is clear that Hughes is delivering less than I'm paying for consistently and on purpose.  This is a deceptive business practice. It took me a while to figure out why it was taking much longer to upload a simple and small change to the site.  When I started using a bandwidth flow monitor, I came to realize that, regardless of whether the flow control is on or not, ftp transfers are handled by Hughes at a much slower rate than would be normal http uploading.  It would appear that, as Hughes is managing bandwidth, ftp transfers are given a much lower priority than http transfers.  When I'm doing an ftp transfer and watching the bandwidth monitor, I'll see that, for example, a couple hundred Kb of data may upload.  Then, there will be a pause, which can last from a few seconds to 1/2 minute, before another couple hundred Kb of data flows.  Further, even if there is little or no traffic when you are doing the upload, it still proceeds slowly because ftp transfers, like secure transfers, don't receive any form of acceleration like normal http transfers do.  <br><br>If I was getting my normal (http) upload speeds with my Hughes connection on my ftp transfers, my website updates would be reasonably fast.  As it is, they take virtually the same amount of time that they used to take with my very slow dial-up connection, and this has been the case on all three of the satellites and numous transponders and gateways to which I've been assigned. ]]></description>

If my normal cap on the small office plan was at 1200 down, when the flow control was on, speeds dropped immediately as if someone flipped a switch to the 500-600 range.  As soon as the flow control was off, they immediately jumped back up to the 1100 to 1200 range.  So, I'm confident that, when the flow control is on, the speeds are capped at a lower level.  What I'm not sure of, though, is whether there are multiple lower levels at which the speeds might be capped, depending on just how heavy bandwidth demand is at a particular time.  Even though mine were capped at 50%, there may well be other levels of capping the speeds, too.  ]]></description>

This last time was this past weekend when they FAP'd me.  I would recommend filing a complaint with the BBB.  I will be getting rid of them soon.  Nothing else available out there but Wild Blue and that is where I am going.  Its the principle of it now.]]></description>
