I read elsewhere that once On Demand started working at another area their speed was significantly impacted as well. When i read that I checked my cable box, and sure enough i now had "on demand" after being in "coming soon" status for close to a year.

I normally acquire 10Mbit minimum. I hit upwards of 20 at times. I checked my coax connection into the wall, and pulled out the wall jack, there is no signs of rust or corrosion.

One thing i did notice during speed test that i have been running since having the issue is that my upload seems really high, and it will start a slow progression to 1 Mbit, then all of a sudden jump to roughly 3.5, is this the speed boost that i see in work or something?
