palburke : For some 14 months prior to 8-25-08 EL had me provisioned at 3000kbps. Download usually about 2200 kbps. They tell me that due to some changes made by Qwest my loop length is now 14,700. With sn down about 11db and attn. 53db they have me privisioned (per WAM Port Stats.) at 736 kbps and resulting down speed of 598 kbps. Based on the above data what might be the best Provisioned speed I can expect????
