is that the company finally began upgrading it's outside docsis 2.0 plant to offer proper docsis 2.0 speeds while the rest of the industry preps for docsis 3.0 rollout.

Utica, MI		 What are you babbling about? Very few ISPs are even moving past max DOCSIS 1.1 speeds. I don't see the point in your post.
