Availability statistics for broadband connections?

I'm interested in finding any availability statistics that exist for broadband network connections used by small businesses. I'm hoping some analyst, association or agency has a record of outages by frequency and duration affecting customer's ability to access web-based services.

The information would be used to compare impact of distributing key services over a WAN to a totally local environment from an availability perspective.

Thanks in advance for any help or pointers.
