Smart idea

It shows some innovating thinking on how to lock customers into your company's service, something that's pretty uncharacteristic for big T. People might normally switch ISPs or TV providers willy nilly, but everyone I know who has an iPhone is pretty attached to it. This gives customers a reason to stick with Uverse.

AT&T can't even deploy its Uverse VoIP... what makes me think that this is a long ways off.

Errr... maybe they can't deploy it all at once as fast as you'd like, but I'm pretty sure deployment is moving forward.

Hmm.. lets see.
Call Vantage stops taking orders
Uverse available since May 2007, Uverse Voice not available.
At +15 months after Uverse has been deployed, no hints of it being available.

Uverse voice has been rolled out in a few markets already -- check the news archives.
