[Line Problem] EL DSL Speed and connectivity problem

mwdsl : I have serious problems with Earthlink DSL over our Qwest line. There are three problems:
1. I have been told that my house is too far away from the last head station (or whatever the term) to have fast access - they downgraded my connection to around 800KB. (Covad had reconditioned the line)
2. Even at that speed, after few days, the speed intermittently goes down. When I do ping, I see individual times go up to several seconds. When I reboot my modem, all is fine......
3. Even after rebooting, I have at times short outages (from a few seconds to minutes) where the modem shows that the DSL connection is ok (Light is on), but I cannot access anything - timeouts.

I did run the line quality test on this web page. A typical result shows a problem at the medium bandwidth stream with 4% or more loss. The big latency adder is actually the last hop to my home address (h-xx-x-xx-xxx-dnctco56.dynamic.covad.net)
I have complained to EL several times - every time they have Covad recondition the line, and after some time it is bad again.

I am considering to switch to Qwest DSL. What would that change? What can be the cause of this problem? I assume it is NOT the wiring in the house, as I still can talk on the line at all times
How can EL say I am too far away for high speed DSL, but Qwest is stating I am good for 20MBps?
