Treat it as any spam system. If only 1 percent of the suckers pay, you only have to send out enough cheaply generated bills to make a lot of money. There are several outfits doing this with old uncollectable bills from record and book companies dating back decades. They just keep calling suckers day after day demanding payment and some of them actually pay. To avoid crashing their scheme they never actually take anybody to court. A combination of email and telephone harassment could make a con man rich with this scheme.
