While this does not involve the State of Missouri, Missouri state "Sunshine Law" (open records act) includes not only "official" email accounts (i.e. governor@mo.gov), but also any official communications made via private email accounts (such as mo.bigcheese@yahoo.com).
I'd be surprised if other open records laws did not contain similar clauses. |

I've Goggled this a bit and I haven't found an authoritative answer: what is the crime for hacking a Yahoo email account and posting the contents? Since it's not a government account, it wouldn't be protected at that level. Yahoo privacy just maintains that it won't sell your information, but nothing that I could find about what would happen to someone who hacked an account.
When I ask for authoritative answers, I mean what it the law not everyone's opinion. This is about all I've come up with, and it's not very clear:
