How many connections are you people running on your newsgroups? I usually run 5-7, any lower than that I can't utilize the full band. I highly doubt that Mountain Cable is throttling newsgroups, it's not easy to pull off and you would see other areas affected too. If it's really bothering you, try a service with SSL for a month.
