Check your system log to see whether there is an error reported regarding that file. I have Canon software installed and there is always an error recorded in the log during boot since the camera is not connected. If you have not looked at the log, it's under Control Panel, Performance and Maintenance, Administrative Tools, Event Viewer. That's in Windows XP, however.
