Reboot a Westell 2200

Hey guys, I know it's as simple as power cycling a modem to do this, however, I want to know if there is a way I could get a Westell 2200 in bridge mode to reboot via a VNC connection through a Linksys router. The reason being is, this Westell 2200 modem is at a place where they do remote connections to work on their PCs. I'm usually there once a week to reboot the equipment there, however after a week or so, or even within an hour from a reboot, the modem will resync all the way down to 128kbps/128kbps and stay there. Of course, this means the connection is marginable but it has maintained full speed sync of 864/160 through severe lightning storms, snow storms, you name it for weeks before. When the modem's sync gets this low, VNC connections tend to be shaky, either disconnecting via a time out or just slow.

So basically, I'd like to know if there is a program or a way via Telnet I can reboot a Westell 2200 to let it resync via a VNC connection. Thanks!

For some information, this line quality test might show something, and why I want to reboot it. 128kbps worth of pings make latency shoot to 600+ms, and VNC doesn't like that :P. Ignore the first hop ping as that's normal, the place is on Interleaved mode.
