Did you say that it works when you disconnect your brother's PC, but when you hook it back up the internet tanks again? Are you sure that he doesn't have anything (torrents, limewire, etc) that could be saturating the connection? The fact that it takes a few moments to get bad again after you reset the equipment is consistent with that as well. If you're comfortable posting your equipment MAC address I can check it out for you, but otherwise check his running applications and see what's there.
