Are you sure that he doesn't have anything (torrents, limewire, etc) that could be saturating the connection? The fact that it takes a few moments to get bad again after you reset the equipment is consistent with that as well. If you're comfortable posting your equipment MAC address I can check it out for you, but otherwise check his running applications and see what's there. |
