If he's changed his upload limiting settings or switched clients without configuring it, it's possible that he's completely saturating your upstream where he wasn't before. That'll pretty much take out your whole connection if that's the case. Unfortunately, there's no traffic shaping capability in the home networking firmware, so you can't go that route. Try playing with his upload limits and make sure they're something reasonable.

If his brother is the culprit, an auto-connect setting must be enforced. The connection is just fine for "a short time"
