I don't think that's possible unless you downloaded a key logger from your neighbor or you neighbor is able to tape onto your copper line and translate the packets you're transmitting or receiving.
I wouldn't be too worried if I were you but I'd keep the personal firewall up and running at the very least

| Can my internet be hacked & outsiders can snoop into my surfing? My wifi is off but if anyone can still hack into it like through phone line or something. I've got a creepy nosy neighbour who may be up to something. How can I find out if someone is snooping?
