I'm currently getting 2550 Kbps/415 Kbps speed.

Does that seem normal for 3.0Mbps/512kpbs level DSL?

Again correct as there is overhead in a ADSL Connection. Your Download/Upload Sync Rates in the Modem will be higher than your actual Download/Upload Speed Test Rates because of that overhead.
