WISP Research Help

Kastla : Hi.
I have seen that there are lots of people here who know Wireless really good... and are doing a research on WISP. And how do they work...
I live in a town that have a big university... and we have around 25,000 student every year... and all of them live in a radios of 15 miles or maybe less .. And I Want to know what would be the best solution to serve them with wireless internet... we don¡¦t have a WISP here...
Another thing... the landscape of the town is a bit hard. We have lots of hills, low areas, and large areas covered by trees
While my research, I have spotted 3 towers... but one of them is around 10 miles away from town.

And I don¡¦t know what would be the best way to cover the town. But in the same time, I don¡¦t have a big budget to start with...
In one point. I thought of doing it with AP on light poles. But I feel that would cost a lot. And would be harder to maintain...

And anther question... what the the best way to do that without the need to install any devices on the Clint side... I just want them to use there Wi-Fi Cards...
Thanks ļ
