Not giving a pass to anyone here. If the rules are that services need to be grounded and bonded, then do it. Just apply equally to all providers.
When the cable installer came to put a new service in my home 2 years ago, he set the splitter box in the basement (I have underground utilities) and only put a ground on it when I questioned him AND gave him the wire. He was not equipped to do this phase of the job.
A few years before that I had a small dish put on the roof. I was not home when he did it, my wife was, guess what.. they drove the rod the next day after I called and "explained" to the supervisor they were responsible for any damage to my house or person as a result of their negligence. -- The difference between genius and stupidity is that genius has its limits.
Yeah, I wouldn't be using cable TV as the example of proper grounding. When cable was installed at one of my rental units the installer grounded the aerial drop to...the gas pipe. -- Toolmaster of La Grange.
