Thanks for your help. Shaw finally emailed me back and said there is packet loss (not a big surprise to me). So they have scheduled a tech for Thursday to replace my modem and "check some cables".

So I will update this thread after they've been here.

t4k5x1		 Received my new modem. Signal quality is now excellent. Speed tests are maxed out. Consistent download and upload speeds as well.

Just wanted to let everyone know.
