Problem solved. Ill just go with 2 DS3's with a minimum commit of 25mbps and then BGP them. So ill get 50mbps with redundancy and then, if needed, we can increase the min commit.

I have seen a FTTH feeding 1000 customer with a single DS3.
It all depends on what speeds you offer the customers and how you control the traffic.
The FTTH started out at 2Mbps up/down and then moved to 5 up/down.
