I have been provided with a quote of about $9,300, which entails 11-13 repeaters to be installed in order to get my conditioned copper pairs. When AT&T provides a special construction quote, is that what it will cost or is that just an estimate where the costs could be even higher?

Do you live in the middle of nowhere or something? Because speakeasy can put a T1 in my house for $400/month flat rate.
Thats most likely because your lines are fine and didn't need to be treated. A quote unlike an estimate is a binding document. The vendor agrees to carry out the construction described in the quote at the specified price.
Unless you request additional services, the quote is the cost.
