Look at it this way, say Im a crack dealer, and youre a crackhead. Im taking my crack and replacing it with rock salt with a little crack powder on it. If you keep coming back to me, buying more crack powder coated rock salt. you know its rock salt, even though im telling you its grade A crack. If you keep coming over and buying it, then who really is in the wrong?
The people who say, well this provider is the only game in town are usually wrong. There are satellite options available, you have the option to pay the telcos to bring you service at a huge price (and the will) and there is always dial up. Like you said, dial up is reliable.
Now as far as charging for a service call. I cannot stand companys who do that if its their equipment that has the problem, assuming the customer has followed all the guidelines. If its standard maintenance of their own equipment, that should be free. Now if they get there, and you have tweaked some setting which caused your problems because youre "tech savvy" then by all means you should spring for the $200 service charge to teach you not to meddle.
