It appears to be so. Compared to the other two that HostsMan can download, it is way out of date. The MVPS one is dated 23 Sep 2008, and HPGuru's is dated 30 Sep 2008.

Since it is so old, it won't protect against a lot of the latest threats when it comes to redirects to fraudware sites.
